The “Five-Year Plan” is an important special plan for the five-year plan of national economic and social development of each administrative region. It mainly defines the guiding ideology, development ideas, development goals, key tasks and guarantee measures of the five-year transportation development of each administrative region, and provides scientific decision-making and work action plan for the competent transportation departments at all levels. Based on the regional development layout of “one core, three belts” and the work requirements of “four strong” actions, the guiding ideology, development ideas and development goals for the development of the “14th Five-Year Plan” period are formulated to scientifically guide the transportation development of Gansu Province during the “14th Five-Year Plan”.
Main Work Undertaken
1. Plan and promote the preparation of the project as a whole, and formulate the work plan and outline for the preparation of the project.
2. Complete the basic analysis and research related to highway, railway, water transportation, civil aviation and other transportation modes and sort out the key construction projects.

1. Adopt SWOT method combined with PEST method to analyze the development basis and environment.
2. Define the key tasks of building two new highlands, cultivating an industrial chain, improving the governance system and modernization of governance capacity.
3. Propose ten key projects in combination with Gansu characteristics.
